associated with an access bridge and the operation of a scour valve at the base of a valve tower at Daff impounding reservoir near Greenock. The main problems were that the bridge had become structurally unsafe as a result of severe rusting and operation of the scour valve was unsafe because it required entry into a confined space.

Following a Statutory Inspection under the Reservoirs Act 1975, Scottish Water was required to replace the access bridge, install a new working platform at the top of the valve tower and modify the valve tower including the provision of an extension spindle to the scour valve to allow safe operation of the key valves from the top of the tower without having to enter a confined space.

Scope of Work :

Xm Services was awarded a turnkey contract by GMJV which comprised the following scope of supply:

* Remove the existing bridge structure and valve tower platforms

 

* Design, manufacture, supply and install: a new bridge structure, spindle stems to operate scour valves from the top of the valve tower and new access platforms within the valve tower

 

* Delivery of all associated civil work to tie the new bridge into the existing dam head.

Project Delivery :

One of the main constraints associated with the project was the environmentally sensitive nature of the site and the earth dam wall structure which prevented the use of any plant or machinery to replace the bridge. This meant that the bridge, weighing 4.2 tonnes, not only had to be designed and certified to the relevant structural regulations but that it could also be manually handled, assembled and installed on site.

With 270 structural members the bridge was part assembled prior to being hot dip galvanised to ensure that there would be zero defects on site during the installation phase of the project.

There was little control of the incoming flows to the reservoir and between the initial site survey and delivery of the bridge components to site the water level had risen significantly preventing the original, proposed scaffold structure from being erected. Xm Services was able to offer an alternative design that used the existing valve tower to support the scaffold structure thus ensuring that the project did not incur excessive delays.

Xm Services completed all of the necessary refurbishment activities specified within the scope of work including the provision of: welfare facilities, site supervision, confined space qualified personnel, qualified first aider, all necessary tools and equipment, scrap disposal, mechanical assembly and erection and installation of the associated civil work.

The quality procedures implemented by Xm Services throughout the manufacturing phase meant that zero defects were encountered during installation and the bridge was completely replaced within a period of just two weeks, one week ahead of schedule.
